Problem with permissions to /run/user/1000

Bug Description
Ownership of directory /run/user/1000 is set to root:root not to user and group with id 1000. This happened probably after login to guest account but i'm not sure in 100%. Previously my system worked correctly but now I have no sound, some indicators and isn't possible to shutdown or restart from system-indicator.
I think this following issue may be related but it looks fixed, so i write this new one
