Regardless of the color options for solid backgrounds, it keeps being black only.

I can confirm this bug. This has been an issue since day 1 or first beta with Freya for me. I have dual monitors with DVI and/or HDMI. I started out with AMD graphics, thinking it was my drivers. Then I even switched graphics card to nVidia. Still a problem. Cannot change background to any color other than black. How hard can this bug be to fix?
