Time and Date setting did not change the format and language which I am trying to chnage in system settings

Bug Description

I am trying to change the time and date settings from 24 hour format to AM/PM, and also trying to change the language. OS took my location information from network, and automatically shows location and time which is accurate. But it shows the time in local language "URDU" while during installation I set the language "US English". So I am changing two things which it won't chage,

1. Time format 24 hour to AM/PM
2. Language

Same problem here - I am trying to change AM/PM to 24h. Nothing happens.

Also here - changing from AM/PM to 24h from datetime shown in wingpanel has no effect
