elementaryOS doesn't remember keyboard language & layout

Bug Description

1. Whenever I boot my system up, if I go to System Settings > Keyboard > Layout, there are no layouts listed.
2. I will then add "English UK" as the Language and leave "Default" as the layout.
3. Then I will go System Settings > Region & Language and find that there is no language selected.
4. I search for "English", select the top result, input my admin password and then the English UK language loads.
5. I also have to manually select "English (UK)" in the Keyboard Input dropdown menu.

This procedure is repeated everytime I boot my system up as elementaryOS doesn't remember my language and input settings. Seemingly, when I don't set these up in System Settings, my language and keyboard layout defaults to English US.
