Mouse cursor theme applied everywhere except on the dock

Bug Description

I changed the theme of a few things :

Changed the theme of the mouse cursor
Changed the theme of the dock from default to several.

Whenever the mouse theme is not applied (neither is it on the System Setting window) but seem to be applied fine on the other windows.

I have a similar problem. I changed the theme for my cursor and it did not change the default look of the cursor. So if I'm waiting for a program to load it shows the busy cursor in the new theme. When I mouse over text on a webpage it shows the cursor for text from the new theme. Yet when the cursor isn't pointing to anything (e.g. just hanging around the desktop), it's the default black cursor.
