Your title says that alt+ctrl works to switch keyboard layouts, but your text says the opposite. (I'm assuming the latter and rephrasing the title accordingly.) Loki gives you an option for switching keyboard layout shortcuts. alt+ctrl isn't an option, but there are many others. Does this solve your issue?
