Switching Caps Lock key to Ctrl is not working

OS: Freya / Linux elementary 3.13.0-32-generic #57-Ubuntu SMP Tue Jul 15 03:51:08 UTC 2014 x86_64 x86_64 x86_64 GNU/Linux
Via system settings I've tried to make Caps Lock an additional Ctrl key, but the setting is ignored. Caps Lock keeps its old function.
Steps to reproduce:
1. Open sytem settings
2. Go to keyboard and switch to options.
3. "Ctrl key position" previously had to be set to "Caps Lock as Ctrl" and
4. "Caps Lock key behavior" had to be set to "Caps Lock is disabled".
I expected the Caps Lock key to behave like Ctrl, instead it just kept the old functionality.
