"Restart" button asks if you really want to "Shut down"

Bug Description
When you click the "Restart..." button in the top right menu of WingPanel a new dialog appears asking "Are you sure you want to Shut Down?".
This dialog is the same one that appears when you click the "Shut Down..." button in the same menu.
Since both menu entries take the user to the same dialog, they could be merged into a single one, or the dialog could be made different for each entry.

Restart should have it's own dialogue ("Are you sure you want to Restart? This will close all open applications.") with buttons saying "Shut Down" "Cancel" "Restart" (in that order, the Restart button being the distinguished / colored one).
