Clicking an app. in plank switches workspace but does not open app.

Bug Description
Having 2 workspaces,
* I am on workspace #1
* App 'Application' is minimized, on workspace #2
* When I click on 'Application' icon in plank I am moved to workspace #2, but app is not visible ( it is still minimized )
* Click again in 'Application' icon in plank (nothing happens)
* Click again in 'Application' icon - the app is now visible.
This means 3 clicks to switch to a minimized app from a different workspace, but a single click should do it.
