Choppy/Laggy Window movement on multiple machines.

Bug Description
I've noticed that window movement is somewhat choppy on both of my systems. Upon grabbing a title bar and dragging, the window immediately has a horrible choppiness to it's movement. That lasts about 0.5 seconds, and afterwards it turns into a more subtle stutter. Nothing else on the system seems to be running poorly, it is strictly related to the window movement and/or compositor related effects.

Intel HD 4000 (Also has a GTX 675M, which is disabled under Linux)
I believe it is related to the compositor's refresh rate, vsync, or something of that sort. I have the same issue when running Ubuntu 12.04+, and it is always fixed by disabling vsync and raising the compositor refresh rate setting in CompizConfig. On a few systems I have even seen the refresh rate set to 50Hz instead of 60Hz or higher, which would cause some very obvious stuttering.
There is no way to set the refresh rate & vsync in Gala or Mutter, to my knowledge. Maybe someone should find a way to change it, or add the capability as a feature.
I can confirm that same installation has no issue when running Compiz with the aforementioned settings. Smooth as a whistle.
