lightdm greeter-startup-script doesn't run unless you login using using a psuedo terminal like CTRL-ALT-F1

Bug Description

In a previous ubuntu system I had I was able to add a greeter script to /etc/lightdm/lightdm.conf that would launch synergyc so I could login to my system with a shared keyboard and mouse.

----lightdm.conf script----
[SeatDefaults]
greeter-session=pantheon-greeter
greeter-setup-script=/etc/synergy/startsynergyc
user-session=pantheon
display-setup-script=/usr/share/lightdmxrandr.sh

-----startsynergyc script----
#!/bin/bash
/usr/bin/synergyc -n `hostname` 10.0.1.3

Once I started using this same setup with ElementaryOS Luna I found that the greeter script won't launch until I login with any account using a getty terminal. Once I login I don't have to do anything else. The greeter script automatically runs at this point and I can switch back to getty F7 and I can login using my shard keyboard and mouse in the GUI environment.

I there something else I need to do? is ElementaryOS locked down a bit more than plain ubuntu?

OP, can you reproduce this on a clean install of Freya?
