Backport tumbler >= 0.1.27 and provide a default config file that prevents the generation of thumbnails for large files

As of tumbler version 0.1.17, a config file is supplied that allows customizing the maximum file size for the generation of thumbnails (among other things) as seen here: http://docs.xfce.org/xfce/thunar/tumbler .

It would be good to do this to prevent hanging everything just because we requested a thumbnail for a stupidly large image or pdf.

To achieve this, we would need to backport tumbler >= 0.1.27 (since the version provided in Ubuntu 12.04 repos is 0.1.24) and to provide a modified default config file.
