Reduce GRUB display time

Bug Description

We can shave some seconds off boot time for dual+ booters if we reduce GRUB_TIMEOUT from 10 seconds to something lower.

I personally use 3 but that's a little fast. Maybe something in the 5-7 second range.

In /etc/default/grub modify GRUB_TIMEOUT=10 then sudo update-grub.

Switchboard setting for this would be nice. People will get angry if they boot into wrong system, because they were late.

(And maybe other GRUB settings? What settings typical user might want to change? Perhaps default boot entry?)

I don't use grub, I installed refind and then manually configured it. It looks great when properly setup -- I dual-boot windows and elementary. Imo, we should fix elementary cd booting in uefi mode so we can benefit from grub-efi which has some awesome boot loader skins.

 Of course, elementary boots crazy fast with efi, and the latest kernel for trusty. To setup refind takes some skill if you're going to dual boot windows, but i think it is worth it, since you avoid grub altogether, resulting in a zero text setup.
