Dialogues missing buttons

When I try to import a folder with my music there are no Open/Cancel buttons on the window. More details in the attachment.

Now I found out that Eidete has the same issue. You cannot save the recorded file because there is no buttons.

Scratch, Mail, every using eOS file dialog is missing open/save/close buttons.

Well, it seems that on almost every reboot the problem with the dialog reemerges so I have to use the gsetting thingy all the time.
Also, I like to have the Minimize button on the right side and so I also change the button layout. That is also gone on almost every reboot. I stil haven't find the reason why this is not happening on every reboot but in most cases it does.
