Bug Description
Since GTK 3.18 scrollbars don't take widget space and are only visible when the mouse enters scrollbar area or user starts scrolling with mouse wheel, I think we should make them 4 - 6px wider only on hover effect to make navigation with the mouse easier.

Confirming, but the last time I tried this (Gtk 3.18) it was really janky. We should give it a try again in 3.20 and see if it acts more consistently. I think it has trouble calculating the hitbox when the scrollbar is changing size
