Scrollbars wider on hover

Since GTK 3.18 scrollbars don't take widget space and are only visible when the mouse enters scrollbar area or user starts scrolling with mouse wheel, I think we should make them 4 - 6px wider only on hover effect to make navigation with the mouse easier.

Confirming, but the last time I tried this (Gtk 3.18) it was really janky. We should give it a try again in 3.20 and see if it acts more consistently. I think it has trouble calculating the hitbox when the scrollbar is changing size

I don't know how it's been implemented but, I saw you're talking of a width of 4-6 px, isn't it a bit tiny? On a resolution of 1280x800 I find it confortable to use a width of 13px personally, of course everyone will have their idea, but 4-6px I really guess is too thin.

Furthermore, 4-6 px in what resolution? Screens have different resolutions, if it's a FullHD or 2k screen it'll be automatically bigger?

roberto: Yes, I did jump a bit with the values in the bug description, but don't worry, the scrollbar width when you hover over it is now 10 px as I checked it in the latest commit of egtk.
