Add efj or fix upstream

We need to add the efj wrapper script and patches for using eclipse to format java source from the command-line and for applying gnu java formatting guidelines with eclipse. This was part of the
former package but was removed for simplicity reasons.

There is also some interest upstream (linux distros project) to fix the problem cleanly by adding
and extension point to JDT that allows contributing formatting definitions in in which case the
GNU formatting can be offered by a plug-in that comes from the linux-distros site, so you
might want to help get that done instead.

In any case, review and testing will be needed before we apply the patch again.
