Reduce partition scanning delay for usb memory devices

Bug Description

For usb memory devices there is no need to wait 5s before scanning the partition tables. These devices are ready much earlier. The attached patch for the usb-storage driver reduces the delay to 1s for memory devices (and doesn't change the delay for harddisks). I've tested it successfully with a usb stick, sdhc card and a usb ide-harddrive.

The first version I attached had a bug. I've removed it and attached the new version.
