man page file permissions: 600

Bug Description

Duplicity Version : 0.6.17
The man file permissions have been changed:
ls -l /usr/share/man/man1/dupl*
-rw------- 1 root root 13K 2011-11-25 20:20 /usr/share/man/man1/duplicity.1.gz

The result is that non root users are unable to read the manpage for duplicity.

The setup in archlinux is as follows:
python2 setup.py install --root="$pkgdir" --optimize=1

This also causes the daily and weekly man-db cron tasks on Ubuntu 12.04, because they cannot access the /usr/share/man/man1/bin/duplicity.1 and /usr/share/man/man1/bin/rdiffdir.1 files.

Sorry, that should have said it causes those cron tasks to fail.
