It would be great if Duplicity could encrypt backups with both a public key and a passphrase. My use case here is to set up backups on different machines with different passphrases (that I can give to the users), but also encrypted to my public key (so that I can decrypt them all in the same way).

This will probably not happen any time soon. I'm not even sure GPG can do what you ask, I'm fairly certain it's one or the other.
