"verify" and "collection-status" create duplicate temporary copies of signatures and manifest files

Bug Description

When verifying or checking the status of a collection whose local cache was deleted, duplicity downloads two (identical?) copies of the signatures and manifest files in the temporary directory, before moving one copy of each to the local cache folder and deleting both from the temporary folder.

Experienced with duplicity 0.6.24 on Fedora 20, while using the local backend.
