Version number incorrect and preferences won't load

Bug Description

Synaptic Package Manager says that I have the latest version installed, v13.5.1-0~163~precise1. When I open Drawers/Help/About, it says v13.01. Why is there a discrepancy in version numbers?

When I go to Drawers/File/Preferences, nothing happens. I can't figure out why Preferences won't open. Any help would be greatly appreciated. Thanks!
