Generalize the port_status_notifier to general_neutron_notifier ,

It's also defines a general driver-api for neutron-notifier.

But it's looks that ther is confusion in the code :

according to driver-api "notify_neutron_server" it's the api call for updating objects
but in the current code the function use for internal use (write to the core_plugin in neutron-server).
on the other hand df_local_controller use function that not define at all at the driver-api
