Bug Description
In neutron Trunk is created with status Down. Dragonflow trunk service implementation is missing updated of the trunk status. In Dragonflow case, it seems to be simple reflection of the port status that Trunk is created for.

<irenab> oanson, I checked the trunk plugin regarding trunk status update, according to the comment if there is no physical wiring to apply, driver should set the status to ACTIVE on create
