Tests failed because quota is reached

Hello

We have some tests failed because the quota limit is reached.

We can probably use something like here:

"neutron quota-update" command does not work as expected.

When changing quota values fro example for subnets - the new limit is not enforced.
The original quota limit is enforced.

As a solution for this problem is to manually alter /etc/neutron/neutron.conf file in
in [quotas] section.

Here are the values I am using now:

default_quota = -1
quota_network = -1
quota_subnet = -1
quota_port = -1
quota_router = -1
quota_floatingip = -1
quota_security_group = -1
quota_security_group_rule = -1

After changing this file, for the changes to take effect, you need to restart "q-svc" service.
