OVS vswitchd and ovsdb-server start as services

Bug Description

We currently install OVS from source and start the processes for vswitchd and ovsdb-server manually.
We need to install them as services, similar to what is done for etcd

    Install OVS via the OS and make it an OS service

    Install openvswitch and run it as an OS service, rather than installing
    it manually from source.
