Bug Description

Bandwidth rate limiting functionality is broken/ignored for HTTP downloads. It works correctly for torrent downloads.

Need guidance on this one... the only throttling methods I know of only apply to server factories, not client factories (policies.ThrottlingFactory, protocols.htb.ShapedProtocolFactory). I could not find a way to have twisted reject inbound traffic. If anyone knows of a way to limit the bandwidth from the CLIENT side, please post an example.
