"Limit download speed" does not work

Bug Description

I tried to use the: ""Limit download speed" but it does not work.

Did you actually close DownItNow! completely and started it again for the limit to be applied?

Yes, I closed DownItNow!, but
"""Limit download speed"" - It works only for new downloads, not for the current
