Bug Description

During testcase: http://iso.qa.ubuntu.com/qatracker/testcases/1405/info with this ISO: http://cdimage.ubuntu.com/ubuntu-server/xenial/daily/20180731/xenial-server-amd64.iso after the installed server is rebooted you only get port 110 and 143 running, there are no 993 an 995 ones.

I carried out the installation of Ubuntu server selecting English language and Italian keyboard, selected to install Mail Server in the software list.
After reboot sudo netstat -ltnp | grep dovecot shows only 4 Dovecot instances, you can see ports 110 and 143 but no 993 and 995.

I am attaching a screenshot.
