Bug Description
If I one is not around to OK the MTL4 svn checkout process, the dorsal build will stall at that point waiting for an answer. This is annoying.

Fixed this by pointing to a(n allegedly) stable release of MTL 4 rather than pulling repeatedly from its repository.
