Bug Description

Rather than hard code / fake data for Simmons, we should store the NextBus data in a model, probably populated by fixtures.

Specific things that are broken:

1) dormbase/nextbus/views.py assumes tech or saferidecambwest, instead of all shuttles
2) dormbase/nextbus/views.py injects fake data (in the line if len(next_times) == 0: next_times = ['5', '12', '21'])
3) templates/nextbus/nextbus.html assumes Tech Shuttle
