Bug Description
The current system feels weird.
There's a navbar at the top with links only relevant to residents, and then when you click on desk, there's a second-level navbar with links only relevant to deskworkers.
Why not have just a single navbar, and it swaps between resident and desk depending on who's logged in?
Things to think about:
-What about student deskworkers? They need to be able to switch between views -- how?
-Some pages need a resident UI and a desk UI. Eg, packages -- if I'm a resident it should show my packages, and if I'm desk it should show all packages plus add/pickup links.
-Some pages could just have a slightly tweaked desk UI, rather than a completely separate one. Eg, for movies, desk could just have an "add new movies" link at the bottom.
This really should happen before launch.
