on_boundary is always false for non-facet entities

In SubDomain::apply_markers, the boolean 'on_boundary' is always false for entities other than facets. This is error prone and confusing for a user since a vertex or an edge can lie on the boundary, and the code doesn't make clear that on_boundary only works for facets.
