Bug Description
Librarian specific buttons are all meant to be in one class, with submitter buttons in another. The standard colours (before any CSS 'skins' are applied) are orange for librarian and green for submitter.
Unfortunately, the 'add' button when adding a category is in the wrong class. It's showing up as green when it should be showing up as orange.
