Email logic in DL needs to be changed

We currently have a bug with the 'red alert' status and to stop the system spamming people with 'expiry' emails, we entered a non-sensical value for the email configuration in the DL application.

Unfortunately, we have just discovered that this causes the DL to 'System Error' when you try and do anything in the DL that would trigger an email.

We would have simply blanked the email setting, but this is mandatory and once you have entered a value here for the first time, the system never lets you have it blank again!

So, we either let the system spam users or the system won't accept any new submissions and probably won't do much at all if you have a fake or nonsense email configuration entry.

We urgently need to have an option in the DL for enabling/disabling emails, or at least change the logic behind how this all works because at the moment we are caught 'between a rock and a hard place'!
