File downloadable option

Bug Description

I have a submitted document which was submitted as a word doc and a text version was generated by the DL. I forgot to enable 'file downloadable' for the word document when it was originally submitted, so I later (the next day) went back in and amended the submission (by ticking the box and having to change the available date from yesterday to today). I then chose to 'replace' the available version with this new version, and went through the usual approval and available processes in the DL.

I was originally trying to cherry pick the document and couldn't work out why the word document wasn't appearing and also why, when I selected the document within the submission form itself, it said 'Resource Unavailable'. I hadn't realised before that if you don't enable 'file downloadable' in the submit form then the author is prevented from accessing the file (within the DL) until it is made available for downloading on a web page! I can see why it behaves this way; to ensure that the document isn't available even if someone somehow knew the exact location (entire pathname, including handle) of the document in question. However, it is also putting a restriction within the DL which wasn't the original intention.

I'm not sure to be honest, but I was hoping for a few creative suggestions!

As I originally explained, I can understand why it behaves the way it does, but if someone uploads an 'original' file to the DL then you would expect it be available within the application even if the file isn't available for downloading from the web.

I'll have another think when we have a little more time, but any suggestions are welcome!
