DL interface doesn't show inherited librarian roles

Bug Description
If there's no Librarian then the DL allocates one from higher up the category hierarchy, i.e. if we only have one librarian assigned to the top category then every sub-category beneath it will inherit the librarian from the top. Unfortunately, the DL interface doesn't show inherited librarian roles (we did point this out and ask for it over a year ago, but were told this was a 'wish list' item).
Richard wrote the above in bug 112045. That bug turned out to be a feature, but this remains a wishlist item.
