Clicks go through to desktop in panel mode

Bug Description

I am using a vertical docky in panel mode. The issue is that clicking on the empty space affects the desktop rather than docky, which is somewhat confusing.

As a user, I would expect right clicks to pop-up a menu with options like "configure", "quit" and other relevant items rather than the desktop menu. Left click-drags should probably move the docky to a different position (bottom/left/top/right) rather than creating a selection rectangle on the desktop.

Panel mode pretty much is not implemented. Please ignore it for the time being.
