Docky does not respect panels

Bug Description
When starting Docky under either MATE 1.6 or Cinnamon 1.8 it is overlapping any panels.
If not in focus it'll stay under the mate or cinnamon panel, and if it's in focus it'll overlap the panels. See attachment.
I am using Docky 2.1.4.

Still present with Docky 2.2.0 and MATE 1.8.
