Ignore windows on other viewports/workspaces breaks switching between workspaces for unpinned applications

When using the xfce panel plugin, enabling the option "ignore windows on other viewports/workspaces" does not work as expected. If I have an unpinned application open in workspace one, and switch to workspace two it disappears as expected, however upon returning to workspace 1 it does not reappear as active. Functionality does work as expected for pinned applications.
