"Copy to Clipboard" action has too high of a priority

Bug Description
The "Copy to Clipboard" action remains the default action even after consistently using other actions such as "Play" with the Rhythmbox plugin or "Chat" with the Pidgin plugin. I think it needs to have a lower priority (or in my case, I wouldn't mind just diabling the feature alltogether).
