Config should be stored in ~/.config/gnome-do

Bug Description

We store quite a lot of config in ~/.local/share/gnome-do. Really, this should be in ~/.config/gnome-do, so people can more easily find it/treat it as configuration, rather than data.

Particularly, plugin config, relevence, and docky's stuff should probably be here. It's not a big problem, so flagging as wishlist.

shouldn't config be reserved for ASCII files?

I don't really see why. Other apps store binary config there, too
(mono-addins, transmission, MonoDevelop). Config describes the _use_ of
the data, not its representation.
