Move debian/ into seperate tree or branch

Bug Description
rockstar said it's best to keep debian/ in a separate branch or separate project all together, but I'm still a bit confused as to the best way to do this, so I'd love some help or for someone to take this on (rockstar, I'm looking at you).
The thing I'm confused about is whether to 1) delete debian/ in trunk, branch from trunk to a packaging branch, and then add debian/ back there, or 2) have an entirely separate project that doesn't share a common ancestor with trunk, only contains debian/.
And then, whatever the scenario, what is the best way to setup the source package recipe?
Help please!
BTW, the source package recipes are freakin' awesome.
