Mapping of dLCMS and Silva metadata to LOM

Bug Description

The dLCMS and Silva metadata items shall be mapped to the LOM XML binding of IMS (which is used by SCORM). The metadata mapping has been specified in Appendix D of Schluep, Samuel (2005), "Modularization and Structured Markup for Web-Based Learning Content in an Accademic Environment" (http://e-collection.ethbib.ethz.ch/show?type=diss&nr=16062).

There are some differences in the XML metadata bindings of SCORM 1.2 and SCORM 1.3 (2004). For an overview of the versions, see ADL (2004) "SCORM Content Aggregation Model (CAM)", Ch. 4.1 (http://www.adlnet.org/downloads/70.cfm). Let's do pure IMS Metadta and SCORM 1.2 first.

Probably it would be good to separate the LOM information model and the XML binding. I think I have heard of RDF bindings for LOM as well.
