Ordering of metadata items in metadata tab

Bug Description

The LOM/SCORM metadata item 'general.description' is mandatory for SCORM and maps to the Dublin Core 'DC.descrition'. This means that this item should probably be mapped to the silva-extra 'description' field. It is an important field and therefore, should be near the top in the properties tab. But moving silva-extra up will also move up fields that are not so important or generated automatically (e.g. creation or publication time). Other important dlcms-extra or dlcms-meta items will be overseen easily. Thefore the ordering should be defined on a metadata items basis. I can think of two possibilities: (1) customize the metadata_tab and arrange all items by hand, (2) or as JW and Eric were thinking in the train to the Vienna airport, a facility to define the ordering of the items. Care should be taken, that end users can add customized metadata fields for their own purposes through the Silva Metadata ZMI tabs.
