Relaxed canonicalization for empty bodies is incorrect

Bug Description

When canonicalization occurs on an empty body (Null input or only CRLFs) instead of producing an empty string for relaxed mode it instead produces a CRLF.

RFC 6376 states in section 3.4.4 ( for relaxed body canonicalization that an empty body canonicalizes to a null value. Only simple mode (section 3.4.3) should canonicalize to a single CRLF.
