upgrading django-debian can cause removal of previously installed package to hang

Bug Description

I'm still in the early days of investigating this, but in my Lucid VM which has django-debian 0.8.1 and the lava stack from around the 2011.07 release installed. If I upgrade all of the django-debian packages to 0.8.2 and then try to upgrade or remove say lava-scheduler, the prerm hangs.

Unsurprisingly, given the changes between 0.8.1 and 0.8.2, it seems to be upgrading django-debian-webserver-apache2 that causes the problem.

I've fixed this -- use apache2ctl restart to restart apache instead -- but it's still a bit confusing. Per http://www.fifi.org/doc/debconf-doc/tutorial.html#AEN198 I assume it's some kind of file descriptor problem.

Debconf prevents you from _ever_ printing anything to stdout.
This is why all scripts have to have this insane >&2 to keep them from breaking
