upgrading django-debian can cause removal of previously installed package to hang

Bug Description
I'm still in the early days of investigating this, but in my Lucid VM which has django-debian 0.8.1 and the lava stack from around the 2011.07 release installed. If I upgrade all of the django-debian packages to 0.8.2 and then try to upgrade or remove say lava-scheduler, the prerm hangs.

Unsurprisingly, given the changes between 0.8.1 and 0.8.2, it seems to be upgrading django- debian- webserver- apache2 that causes the problem.
