NetworkManager doesn't run dhcp on IB ports

Bug Description

When setting DIB_DHCP_NETWORK_MANAGER_AUTO in dhcp-all-interfaces to allow the NetworkManager to do automatic interface configuration, it doesn't run the dhcp for InfiniBand interfaces as it's not implemented in NetworkManager.
