Using rocky-container with cloud-init does not create rocky user

Bug Description
Rather than creating a "rocky" user (compare with "centos" and "ubuntu" users), "cloud-init" will create a "cloud-user" user rather than a "rocky" user.
This could be fixed by replacing "cloud-user" in /etc/cloud/
