openEuler segfaults dnf during build on Debian Bullseye

When switching DIB testing to debian bullseye, openEuler is failing to build with a segfault in yum

This happens on arm64 [1], see build [2]. It also happens on x86-64 but I haven't got a opendev log of that.

    Add openEuler jobs back

    We have resolved the issues causing dnf to segfault
