proliant-tools installation fails, miss dependencies

Bug Description

There are multiple issues with proliant-tools, building with centos8, diskimage-builder 3.7.0

65-proliant-tools-install today reads:

```
IPA_VENV=/usr/share/ironic-python-agent/venv
```

instead of /opt/ironic-python-agent

HP update tool requires some extra dependencies to actually run:

- binutils (for the strings tool)
- pciutils (for lspci)
- tar (so that sum can install some public key to validate rpms)

In addition, there is an additional gpg key to add to be able to install rpms from HP:

rpm --import https://downloads.linux.hpe.com/SDR/hpePublicKey2048_key1.pub

After these 3 changes, it runs nicely.
